Description

Strategic Planning

• Oversee the development of strategic plans and related initiatives for the Policy and Engagement Department aimed at contributing to the improvement of casemix information across the Kingdom in line with the MoH 2030 objectives

• Formulate and lead the effective execution of the Department plans based on the CoE strategy in order to ensure seamless operations

• Ensure the timely provision of data and reports to the National Casemix CoE Executive Director and recommend operational improvements in order to support in planning, decision making and continuous improvement

• Oversee the Department’s performance through set KPIs and targets, and continuously identify and recommend improvements to support in the execution of the CoE mandate

Policy and Engagement
Synthesize literature and health data analysis undertaken by the CoE to develop policy options aimed at improving casemix information
• Manage the development, maintenance, dissemination and the delivery of awareness instructions on Casemix related policy
• Provide strategic leadership and drive the use of quality health data, including resources and information produced by the CoE, whilst developing policy options to improve casemix information
• Oversee the CoE’s engagement with key stakeholders in KSA (incl. clinicians, allied health professionals etc.) to ensure their interests and clinical knowledge are represented in the work of the CoE
• Act as the Deputy Executive Director and assist the CoE Executive Director on important matters and decision making on aspects including, but not limited to, communicating the strategic plan/mission statement and annual work plan to stakeholders when required
• Establish channels of communication and work effectively with relevant government and non-government agencies to facilitate policy alignment between the regulators, providers and commissioners/purchasing entities

• Ensure the provision of policy support for work of other teams in the CoE including synthesizing literature and research to inform development of coding and costing standards and data improvements, future activity projections, service needs analysis and economic evaluations and other related functions

• Direct the coordination with specialist experts within the National CoE and across KSA on the analysis and development of policy options and present the same to relevant internal and external stakeholders clearly and concisely
• Facilitate and support stakeholder engagement, including oversight of the clinical engagement specialists in their work

Financial Management

• Manage the allocation of budget across the Department to ensure complete adherence and highlight any deviation from the plan in a timely manner, taking corrective action as necessary in line with the approved governance process • Consolidate all reportees budget inputs to formulate Department budget and submit to leadership for approval and further consolidation
People Management

• Formulate workforce planning reports and talent acquisition plan and budgets for the Department to ensure adequate staffing for optimal operational smoothness, and submit to the leadership for approval • Set performance management objectives for all repartees and perform timely performance reviews.
• Monitor performance and give ad-hoc advice when necessary to ensure that performance objectives are met
• Identify talent for pivotal roles from a succession management standpoint to ensure business continuity and liaise with relevant stakeholders for contributing to staffing initiatives
• Provide repartees with mentoring and coaching when necessary in order to ensure that they are well equipped to tackle the operational requirements from a professional and behavioral standpoint

Academic Qualifications

• Minimum of Bachelor’s degree in field of hospital and/or hospital administration, science, health administration or classification or other related major is required.

Professional Experience
• Relevant experience in health policy environment including policy or document writing in which 3 years in a managerial role.
• Demonstrated experience in policy analysis, development, implementation, ideally in the health sector • Demonstrated project management, program performance monitoring (particularly government initiatives) and communication skills (both written and oral communication)
• Sound understanding of health classifications and processes for adoption, adaptation and implementation
• A sound knowledge of healthcare provision in different settings and particularly the provision of hospital and related services, health finance operations, health data analysis and government/regulator environments
