The Director, Health Information Services RBWH is required to provide high level authoritative advice to the RBWH Executive, the Hospital Finance Manager and the MNHHS General Manager of health funding in relation to the planning and management of specific priority areas of Activity Based Funding (casemix), working in collaboration with the digital metro-north team in relation to the digital program whilst operationally leading the Health Information Management Services in line with Metro North Hospital and Health Service, Queensland Health policy and strategic direction.
This includes strategic planning and effective and efficient management of health information services, health informatics and medical records services. These services each have unique responsibilities including records management (clinical and administrative in both paper and electronic platforms), clinical data management, activity based funding (including Casemix) and information analysis, implementation and management of information systems (clinical and supportive), and facilitating the sharing of information with the broader hospital and QLD Health community.
The position must act as an expert professional consultant in the area of Health Informatics and Patient Information Management and systems, both within RBWH and to external agencies including Queensland Health, software vendors and Queensland University of Technology. In addition, the Director Health Information Services (HIS) is responsible for ensuring timeliness and quality of data, which is crucial to patient, operational and financial management of the hospital, and for conducting organisation‐wide education/information sharing relating to Patient Information System usage, documentation and data quality.
Health Information Management is considered to be an essential clinical support function of the hospital and greater Hospital and Health Service requiring high level strategic leadership because of the increasing integration with and reliance on electronic means of information management in the planning, delivery and evaluation of effective, contemporary and safe clinical services. This includes development and management of the hospital‐wide Senior Medical Performance Review Process and the planned development of a fully electronic medical record and other interfaced clinical systems, in addition to assurance of clinical information and documentation quality.
The Director HIS is also expected to manage a changing portfolio of responsibilities on behalf of the RBWH as a whole, including but not limited to sponsorship of service integration projects in line with hospital consolidation plans, leadership within the ACHS process, representation at Area Health Service, State and external forums, and membership of key committees.
The position acts in a consultative capacity for health information management based QLD Health Corporate functions (including workforce planning) and also provides advice and consultation on a state-wide facility basis.
